Yes you can. As long as its within the first 11 months or so, you can buy Apple Care. If you manage to go to countries with Apple Care +, you can do that too, but you must physically bring your device there.
1. the TL;DR answer would be a big fat NO, for every single Android tablets in general. I'll explain the 5W,1H down below, to be as concise as possible.
2. New next gen? You'll forever be waiting for new next gen. Besides, the current lineup of iPad Pros were only months old, and besides, if you can wait, you'll wait. If you dont' want to wait, you'll get this one anyway.
So the long ass explanation.

For context, I use Android devices, a lot. My current phone's a BlackBerry KeyTWO (that is specifically, a chinese model (BBF-100-4) that has no Google services), I still run an OnePlus One. For tablets I've owned an Acer Iconia (that's waaay back in time) and not so recently a Lenovo Tab 3 7. That's for context.

As for why no?

1. If you have a "latest" Android phone, meaning that runs Android 10 right out of the box with USB-C port, chances are it already supports "google desktop mode". Meaning your phone can be in desktop mode if it connects to another big screen. To me, current desktop mode in Android is just a UI and UX refresh that doesn't bring value to the tablet proposition. Just use a dock, like you would on an iPad Pro, and it works all the same. Connect everything. Stylus UX are being added by Android, but Android isn't going all-in into the tablet experience. Huawei has, LG has, Samsung has, but they're all manufacturer implementations. Not to mention that Huawei uses AppGallery instead of Google Playstore, and there is almost no way to install GAPPs / GMS into the Huawei MattePro (at least, to my knowledge, there isn't any yet).

2. Google Tablet experience isn't as intuitive. What I mean to say is, from one manufacturer to another, tablet mode with stylus functions are vastly different. Meaning you're at the mercy of the manufacturer, not Google, if you want certain core stylus integration features enabled, disabled, or updated. As much as I hate to admit this, no Android manufacturers have a stellar record of maintaining software, OS level updates consistent enough like Apple does for its iPads. That's one thing to consider. This is unlike Windows, where you can use any stylus you want, and you can key in anything you want to the "wheel". For iPadOS, the stylus integration is kind of baked in, and there are even more features that are confirmed with iPadOS 14. That said, Android has a lot of features that are adopted fast and furious (which is in sync with their "implement first, make it work later" mentality in most of their builds). Granted iPadOS isn't perfect (when I install some apps, they're only optimized for iPhone, and in iPad, they only run in portrait mode, with option to 1x or 2x the size, and that frustrates me to no end)

3. for cross-platform app support for apps, the problem lies with AppGallery. Enough said. Yes, you can sideload, but it still isn't the optimal experience. Trust me, because if you read this far, i'm running a phone that was de-GAPPed because it was a Chinese spesific model, and there are some niggly daily issues that I had to deal with everyday and it isn't fun at all.

If i'm not mistaken, iPad warranties are internationally covered, unlike iPhone. Need to double check, but last I checked for the ipad Pro 2020, it was.
Don't quote me here, but AFAIK, and if my memory serves me right, engraving is only available for online-orders only.
Technically the build up delay isn't a delay. Its like if you place an order today, they build the machine immediately (since they use 'just in time' mechanism), but will only charge you (by sending the receipt) on the day the unit is shipped. Once shipped, even from Chengdu, it'll take around 1 week).
