This is a separate account / card from your ATM card which can also be used as a PayWave card.
Just don't let them make you think that using the ATM card is equivalent, since that is tied directly to your Savings/Checking and will have access to the entire amount. The Debit Card needs to be topped up before the amount can be accessed (pretty much like how eWallets work).
Edit2: There is also a minimum balance that you need to keep in the Debit Card, in my case, RM 25.00 so you'll have to keep track of the actual available balance to spend, otherwise transactions will be rejected even though the account seems to have sufficient funds.
