Yes. This is true. I had RE003. But then, the ones I had was not made in Japan. I'm not sure if there's a different.
Not only that, it wears out very fast. By 20k km, better pay extra caution on puddles.

I only drove it on a bare FWD car without any sort of traction control, ESC, ABS etc.
