Below list of ADR you can buy. ADR is American Depositary Receipt which is different from direct. It means that U.S. based interest purchase a basket of TSMC stock so that people in U.S. can buy instead of buy direct from Taiwan stock exchange.

I think so. They have some handling charges. I haven't actually bought any ADR before so I can't really comment. You might be able to try doing research.
