 Shah Alam turning into a ghost city?

Indeed, the business district of Section 14, Shah Alam’s city centre where Plaza Perangsang stands, is virtually a ghost town. Many of the high rise office buildings and malls in the area are nearly abandoned.

Tucked in a small corner of Plaza Perangsang is a clothier’s stall run by a woman who referred to herself as Kak Habibullah. She’s been there for 10 years.

She said business was booming at first but her clientele had since been reduced by about half. She was making just about enough to pay the rent for her lot, she added.



A clerk at the building’s maintenance and operations office said many who rented the office lots were asked to vacate a few years ago to allow for renovations. “But the renovations never happened,” he said.

Plaza Perangsang is a major landmark in Shah Alam and one of its oldest high-rise commercial buildings. It was opened in 1988.

The building was designed and constructed by GLC Kumpulan Darul Ehsan Berhad (KDEB) and its subsidiary, Kumpulan Perangsang Selangor Berhad.

In its heyday, it used to house Quality Hotel, the earliest hotel of note in Shah Alam.

Some of the office lots in the higher floors are still occupied, most of them by the Selangor bureau of the Inland Revenue Board.

At Menara Bank Rakyat, a few kilometres away, most of the 23 floors appeared unoccupied. A policeman guarding the building confirmed that many office lots were empty.



Plaza Perangsang and the Umno Selangor tower in Shah Alam, among near-empty high rise buildings in the state capital.
A few hundred metres away, the building for Bank Negara’s Selangor office has been abandoned. “Everybody has moved to Kuala Lumpur,” said the security guard there.

Just around the corner, the Umno Selangor tower suffers a similar fate. There were less than 10 people working in the entire building.

Property expert Ernest Cheong blamed bad planning for the poor occupancy rates.

He said the problem was that the buildings in Section 14 were developed by the state government instead of commercial developers, who, he claimed, would have been better at city planning.


The lobby area at Plaza Perangsang, once bustling with shoppers, is now almost empty.
“There’s not even a pedestrian bridge linking Plaza Perangsang with the nearby PKNS mall,” he noted.

Commenting on the lack of variety in consumer goods at Plaza Perangsang, he said shoppers might not know where else to go if they couldn’t find items they were looking for and the situation was made worse by the absence of pedestrian links in the area.

Munirah Mohammad, a real estate agent specialising in office rentals in Section 14, said poor maintenance of the buildings was one of the reasons for the low occupancy rates.

“These buildings are pretty old, and the ceiling height is very low,” she said.

I'm impressed Plaza Perangsang was busy before, and like as recent as 2010.

The only thing to do there is deal with LHDN, people used to shop there? I terkejut!

He is right though. Every morning traffic jam from kota kemuning all the way to shah alam city centre, even with contra lane from sek 19 to bulatan masjid.

My statement below is racist but it’s a fact.

Shah alam property doesn’t attract non malay buyers, hence the price wasn’t inflated so much like other places.

2 storey terrace in Shah Alam is cheaper than in Semenyih or in far far away new township like elmina & desa coalfields.

It’s far if you work in KL city centre. But a nice place to stay if you work in Shah Alam or Subang or Klang. It’s a matured township but at cheap price.

You’re right about the crazy jam though. Me and my wife used to drive to bangsar south from shah alam. The jam is crazy unbearable. Now my wife working in shah alam, and i take commuter to KL. So no more jam.

Yeah. I don’t know why people buy elmina. Maybe most of them work in Sg Buloh or Damansara. Should be okay if you work there. But Elmina itself has no commercial activities. Have to go far to buy groceries, do banking etc2.

shah alam is a dead place in general, can't have entertainment, can't sell alcohol, everything haram, but it's a good place to stay because it's quite safe and peaceful.

used to be holiday inn shah alam
then changed to quality hotel, but no quality at all. still using 21 inch crt tv from the 90s before they closed down. imagine that.

3 hours a day is about right. I remember last time leave home at 7.30am reach bangsar south at 9.00pm even via NPE. But i don’t cut queue or keep changing lanes, so i might be slower than normal people.

Now with commuter, about 45 mins on commuter + 10 mins driving to station. Not as bad as driving all the way to KL.

Their mistake was moving uitm n unisel students to that ceruk tempat jin bertandang place. Shah alam ekonomi depends on students actually.

I am not saying i would do that. But if the choice is to stay in a terrace in Elmina or build a bungalow in Kuang, i would choose the later. But ultimately i choose to buy a terrace is Shah Alam town.

U11. Better access than section 7, but no commercial unit in the area. You have to drive about 1km out to section 8 to buy antyhing.

Yea, but uitm students the ones that help the city center grow. If not for them i can guarantee ssksyen 7 woldnt be like it is now.

U know why they move the students there? They hope the students can help make that jin bertandang place like what they did to the city center. And why they chose that place? Thanx to khir toyo. What does khir toyo have to do with this? It was during his time bukit cherakah turned into an island. He had a hand in all those development in those area. And to help it grow, he moved uitm campus there.

elmina really lah. that one reminds me of bukit beruntung. although it is a project by SD

shah alam is kinda a laid back town. but traffic these days during peak hours also like ()*@)(#*() especially around section 15/20/coca cola. and padang jawa. knn cant imagine that place also jam like F these days.

best to drive around shah alam after 9am. got plenty of good malay restaurants around for breakfast/lunch. dinner is kinda so so.

some sections got plenty of mat rempits apparently

Aiyoo who ever wrote that article clearly didnt made enough research.

Nowadays people go to SACCmall, Plaza Masalam, iCity Central or AEON sec13 or if u alam central lor. PkNS still got people go one. Sec 7 during raya puasa month if you a seller clearly you can get 4 montha income d.

Been grew up in Shah Alam i hardly see people go shopping to Plaza Perangsang lolllll. Previoualy used to be Quality Hotel then tutup d.

May I ask? When you say commuter, is it LRT or KTM? if KTM, how's the reliability? Can trust the train to arrive and depart on time for the most part?

Yeah. Shah alam is a laid back town. A matured township mostly attracting people who want laid back lifestyle with 0 entertainment. Mostly attracting familyman.

Seksyen 2, 3, 4, 6, 8, 9, 10, 11, 14 & U11 are the low density and peaceful area. Section 7 is crowded with students.

Section 15 and above are mixed residential & factory. Sometimes you see houses full of factory workers which isn't something nice to see.

Yes bukit bandaraya. Speedmart is in section 8. No access to setia alam, but if you’re sending your kids to tenby, you can send them to their rear gate at seksyen u11.

And the house is in that are is cheap because of the poor built quality by lebar daun. If you’re looking for a house to do massive renovation, u11 is the cheap place to find.

You can get a semi-d there for 750k.

KTM komuter. 95% of the time it will reach on time. You just need to refer to their schedule to estimate your time to the station. And be punctual because the train is punctual, and if you missed the train, be prepared to wait 30mins to 1 hour (depending on the schedule).

I beg to differ. KTM trains nowadays are very punctual. But the interval is really crazy, but that one because of KVDT project. Before that then interval was only 15 mins and 95% punctual i would say.

After KVDT, it is expected the interval to be reduce down to 7.5min during peak hours, which is better than monorel sweat.gif

Yes bukit bandaraya. Speedmart is in section 8. No access to setia alam, but if you’re sending your kids to tenby, you can send them to their rear gate at seksyen u11.

Thank you for highlighting that. Been quite some times since I take komuter to kl. since got lrt I dont take komuter anymore.

talking about komuter, anyone remember Relbas? this one wayy before komuter in the 90s.

Yea, and sadly the shits didnt end with him. Have u been to bukit cerakah recently? Half of it closed down. Coz some tree lovers found out part of it gondol already. And some PH guy gave excuse said wind blew the trees down. Nakharam cibai, very strong the wind till can level the land and trees no longer there. To avoid other people see it, they close down part of cerakah.

Shah Alam was among Malaysia's first planned cities. That is why it is so well laid out. Another city is Putrajaya.

But there are a couple of fundamental errors in Shah Alam that are now becoming manifest. This will most likely apply to Putrajaya as well.

1. Firstly there is an overconcentration of a Malay population.

Overconcentration of a Malay population does not work well economically anywhere in Malaysia. Just look at the Malay belt states like Kelantan, Terengganu and Kedah which have an overwhelming majority of Malays. They are among the poorest states in Malaysia.

The other example is Kampong Bharu in Kuala Lumpur - a Malay only enclave in the middle of super expensive Kuala Lumpur.  Kampong Bharu is not only a terrible eyesore but it is a showcase of failure - the failure to bring the Malays up to speed vis a vis the rest of Kuala Lumpur.

And in all these predominantly Malay majority areas, even the houses, shop houses and buildings do not appreciate that much in value (capital appreciation is kurang). Just like Kampong Bharu in KL. 

So how do you expect Shah Alam to be any different? It is also a predominantly Malay majority area.  In Shah Alam even 20 years ago it was difficult to find non Malay buyers for houses - because most of the neighborhoods are Malay majority.

Non Malays are very few in Shah Alam. And Malay house buyers were also few. I recall a brother took about two years to find a buyer for his house. That was 20 years ago. Things are no better now.

Then there are no cinemas, no entertainment allowed in Shah Alam. Such a boring place. The young kids have little avenue to release their youthful energies. So now there are Mat Rempits who race their motorbikes.

The masjids are becoming more noisy which does not really help with improving the value of your house. If the masjid buys newer, louder 'Barang Buatan Negara Kafir' loudspeakers the value of your houses will go down even more.

2. Secondly (like everywhere else in the country) the Malay population in Shah Alam is overly dependent on the government for its income and survival.

Either directly (through jobs, contracts, projects) or indirectly from the spinoffs of government jobs, contracts and projects.  So when government jobs become limited (because the Malay population is increasing) or government projects and contracts become fewer or not enough (because the Malay population is increasing) then you find that the Malay disposable income can be  severely affected.  I believe this is happening in Shah Alam (just like everywhere else in Malaysia). 

The Malays are overly dependent on the government for their economic survival. Plus the oil price is at or below USD60 per barrel. And after the India debacle the price of palm oil has fallen 11% ? Things are going to get even more difficult.

The net result is that because of the overconcentration of a Malay population in one place, then any economic stress that affects the Malays will become concentrated like a laser beam. This is what is happening in Shah Alam.  The problem becomes more concentrated. Hence this Ghost City story.

All these problems can be fixed super easily. Because they are not universal problems. These are area specific, race specific, language specific and religion specific problems.

Maksudnya orang lain tidak menghadapi masalah yang serupa. Hence it is very easy to fix these types of problems.  But you must know what to do.  Now that is a very big problem - for some.

Just like how KL city centre switched from old Dataran Merdeka area to KLCC area

last I went to bukit cerakah was like in 2011 IIRC , bring my own bicycle there to cycle around, but haih, nothing much to do there. kinda disappointed. skytrex also closed. FRIM way better than that.

when it was called Taman Pertanian Malaysia it got 4 season house or something. last time can drive around inside but knowing malaysians lotsa cbk took away free pot of flowers then the management barred visitors from driving and park outside

seriously lah, malaysians need this kind of thing. otherwise weekend pergi malls saja haih.

Yeah. Khir toyo’s crony. Whole bukit bandaraya (which is actually part of bukit cerakah) is theirs, but wasn’t fully developed because they are famous for building shit quality house and they can’t sell their houses like others despite having a prime land. I think they sold some parcel of their lands to worldwide which worldwide are building semi D now.

I have been residing in Shah Alam all my married life (going 9 this year). My 2 kids were born in DEMC. Recently bought a house in Shah Alam too. I would say i am a PR of Shah Alam.

Most people are telling their experience taking komuter during the 3 coaches time. After they phase out 3 coaches trains, and with upgraded signaling system, their service improved much better. 5 years i have been taking KTM, i think less than 20 times it was badly delayed. Just about the same as my experience taking LRT before i got married.

Never heard of relbas. I am still young sweat.gif

They never renovate or update the interior of these malls. Alam Sentral is still in the 2000's and Plaza Terangsang stayed in the 80's. You can still even see Sony Ericsson K750i ads on the elevator panels.

Yeah good old days but time change - Icity is more strategic as it is located nearby Federal and can tap klang and subang area

Last time the area where the twin tower sit at just jalan ampang/embassy area

Now it become the KL city centre

MRCB Building + Alam Sentral + empty space in between those 2 building was supposed to be MEGA development with 3 buildings....
can see by the fact that you can walk in secret hole in the empty lot and end up in either building's parking lot.

Both buildings link together also......but dont know what the fark they do la.....

Alam Sentral I went for SSM too and buy PC part long ago.
bugimak parking got lots of one way, autopay everyday broken, parking can flood, parking so tight you swear you need to drive Kancil doh.gif

Seksyen 13 is overdeveloped by shah alam standard. Too many high rise building coming up which isn’t the type of residential property people who wanted to stay in Shah Alam is looking for. Most condo there are underoccupied.

I didn’t know there was a recreational area there. By the time i moved to shah alam, worldwide business centre is already there.

It wasn’t that hard to guess my age right laugh.gif Yeah i take komuter at section 19. 10 mins drive from my house and opposing the main traffic flow. My memory of ktm station goes only as recent as 2002. That time the station was already at the current station location.

The main reason being majority of uitm students have moved to puncak alam since 2010. Since then shah alam is seeing slow decline in economic activities. Its a sad place now

Sad place? It’s a better place now since most student are gone. Some students are uncivilised and nuisance.

If you’re an F&B business owner, yeah you lose some of your customer. Other than that, business as usual, students doesn’t contribute much to shah alam economy other than to f&b.

But shah alam definitely has become a better place to stay after most students were gone.

old neighborhood leh

not all old is gold

only very niche buyers would find old houses appealing. It is an acquired taste

besides, young family would want to raise their kids in areas with similar age demographic so kids would have bunch of friends next door to grow up with.

I was blessed to grow up in such environment, but nowadays it is getting harder to find such neighborhood.

kota kemuning are under MBSA shah alam pls search section 31 shah alam , it is very near to puchong just use the road at.the back.to cross the river. it is just below.the elite highway toward klia

The condo is section 19 is actually one of the better located condo, despite the low quality built. Most of them are rented out to students or people who take commuter to work.

You’re right. The saying that shah alam is a city for retiree is a myth. Most of schools in Shah Alam city is full of kids to the level they need 7-8 classes per batch. Take SK Bukit Jelutong for example, this year standard 1 class is 10 classes.

but yes both at section 15 and near istana, both locations need overpass bridges by now

90s during holiday inn shah alam yes it was busy with guests and all

quality hotel time also so so... plenty of choices in shah alam during that time. got radisson, then bluewave, concorde, etc

but personally speaking shah alam hey day was during the 90s... and slowly declined after 2010

ghost town? try kelang instead . emporium makan/pasar jawa area and the old bus station near wisma mpk

now full of foreigners. weekend like , meh?

The condo is section 19 is actually one of the better located condo, despite the low quality built. Most of them are rented out to students or people who take commuter to work.
Raudhah city target market is rich O&G malay, particularly petronas staff. You can sell anything in the name of religion at inflated price to petronas staff.
You’re right. The saying that shah alam is a city for retiree is a myth. Most of schools in Shah Alam city is full of kids to the level they need 7-8 classes per batch. Take SK Bukit Jelutong for example, this year standard 1 class is 10 classes.

Quality hotel as you said, way less heard compared to bluewave, concorde. Dah la parking like so bad, LHDN Shah Alam possibly my least favourite branch to visit, but work is work.

Yea, even early 2000s, places like Plaza Alam Sentral, SACC, Plaza Masalam i feel still got some crowd, but nowadays if go there, feels sad la, Giant also closed edi.

Yea, emporium makan area like so sad. Passed by it when wanna go the famous cendol klang nearby it, and i wonder is it even operating lol.

The jam is getting worse. But only for a short period because everyone going out at the same time.

And to make matter worse, eco ardence will soon have connection to u12. There will be traffic spill over from setia alam soon sweat.gif

I don’t know if i have made the right decision purchasing a house in that area. But good thing is that weekend is very peaceful here.

emporium makan already closed now for lrt 3 station .

cendol klang worse lah now. no need to go there. lontong klang still got near ayamas.

I do. I go shah alam tesco or bukit jelutong jaya grocer for groceries.

There are two sides of the original Shah Alam. And the separation line is the federal highway. Seksyen 14 and below are the peaceful side of Shah Alam, and seksyen 15 and above is the slump side of Shah Alam. The newer seksyen U11 & U12 is on the peaceful side of Shah Alam and you can get new house there for cheaper price then a house in semenyih.

You all forgot about iCity area. Many businesses move out from the old buildings to the newer buildings.

Few years ago, Shah Alam was really a ghost town unlike now.

u don't get the point... a few years ago Plaza Perangsang was lively, what happened? why did the tenants move out? go where? i don't think the hijab and telekung and tidbits seller move to iCity or setia City mall.. where did they go? SA ppl not going for that anymore? if not why?

those shops that I remembered in plaza perangsang was some internet cafe, commissioner of oath, sundry shop, etc

during holiday inn time lah. quality time I just passed by . never know got teleking shops there

pkns already got plenty of shops selling telekung etc why ppl wanna even go to plaza perangsang for that?

beside plenty of places selling tudungs, summore lazada/shopee/ig also got
