BMW makes it harder for this to happen. Sure, some workshops will tell you that they can get it done, but I would have none of it. If you are doing it for fun then no problem because you are not concerned about reliability
I am sure there are hardware and low-level codes that cannot be modified that differentiate the B48 used by different models

This is true. This is also called product binning. Intel/AMD and other chip makers do this all the time.
Every price for every customer segment, so they can maximize profit.
