The begging issue is syndicated. Have you ever walked pass bukit bintang and the beggars are systematically sat at zig zagged or properly spaced distances? Ever noticed that they appear at different locations in and around the city? They have a well managed roster filled armed with an assortment of pity looking ailments. Ask jkm or charity organizations on how many times they get chased away by gangsters. They have been approached to be helped but it's a big organization running this. It's not just beggars... It's also the people carrying around fake certificates and approval letters to solicit for donations.

This is not under policy. Only those received permission from pdrm can ask for donation. So, all those on the streets are illegal. Just falls on which department in charge of catching them.
