The begging issue is syndicated. Have you ever walked pass bukit bintang and the beggars are systematically sat at zig zagged or properly spaced distances? Ever noticed that they appear at different locations in and around the city? They have a well managed roster filled armed with an assortment of pity looking ailments. Ask jkm or charity organizations on how many times they get chased away by gangsters. They have been approached to be helped but it's a big organization running this. It's not just beggars... It's also the people carrying around fake certificates and approval letters to solicit for donations.

I saw before those in front of Arab restaurants. Most Arabs customers coming out from the restaurants give to these beggars. No they dont give coins like most Malaysians do but give RM notes. Seen they give blue green, red notes. I reckon the beggars can easily make RM200-RM300 a day.

Today, went to pasar pagi near my area. Saw few 1 pakcik and 2 makciks , all blind, buskering. Very few give them despite most of the visitors there are Malays.

But if Rohingyas kids, many Malays give when approached near traffic lights because these Rohingyas go after potential donors whereas those makciks buskering , sitting there only, very few bothers them.

Rohingya kids better in " marketing" , better than locals

Besides, the law already exist. This is not under policy.

Only those received permission from pdrm can ask for donation.

So, all those on the streets are illegal. Just falls on which department in charge of catching them.
