Put the rice or oat in the fridge freezing part, it will kill them together tith the eggs.

Also, it is better if you store in freezer as soon as you buy them, before infestation. Orang kata cegah sebelum berubat

Oat usually hard to get kutu inside. Unless not sealed tightly. Last time my aunt bought a punctured bag of oats. In that same week open the bag and it had lots of kutu inside. Meanwhile the tub of oats that i makan everyday are not infected because sealed tightly.

Rice also same. I tried putting a few whole garlic inside rice. Still those things breed. But the rice smell nice la. Wanna try dried chili or Ginger next.

rice, wash before cook, can get most of them off.
why u simpan until 1 year lah?
next time oat, before u open the bag, u put the bag in the freezer for a week. it'll kill them bugs and eggs.
rice, i tried cili kering. but cili kering got its own bugs as well. so now i use asam keping and other stuff. lupa ady. if u wanna know, pm me remind me to check what else i put.

Those are probably weevils.. there could be existing infestation in the oats.. I would throw them away

Weevils are crunchy if you cook with low heat
