Most likely if the e wallet operator needs to coordinate with international companies for overseas payments, it might need to share data with the companies that give this service to the companies
For example, if you want to spend USD 100 to buy something overseas, the e wallet operator must find a company to exchange currencies, engage with SWIFT (international payment network operator) to send payment orders and determine which overseas bank the money should go into.
All of the above requires information about the payer such as name, origin of funds, some kind of identity number or other things covered by the PDPA to be shared with the third party service operator, which may or may not be requured by the foreign country government
