I did try rent a scooter for 3 days just to try out the experience.
My wife complained HOT sweat.gif sweat.gif
The weather was hot in October.
I only rode the scooter for short distances as I'm not a regular bike rider.

Going up the Bedugul, then northern area is one hell of an adventure. I didn't know it was gonna be cold at the time, went up the mountain without jacket. Wore only short sleeve, short pants. Haha... it was crazy.

Not sure when you went to Bedugul but I went in Oct last year and it wasn't cold at all.
The weather was hot and too many tourists as well.

I went to Bedugul many years ago and at the time it was the most cooling and relaxing place in Bali.
Real cooling and not many people.

I have motorcycle license (B2).
It is generally safe in Bali.
I never got stopped by police.

FYI
I have seen many people riding without helmets, including foreigners / tourists.
I have even seen a foreigner riding against traffic in Ubud.
But I have never seen bikes beating red lights.
They always stop at red lights and behind the white line at the traffic light notworthy.gif
