gov don't implement them
gov is not a business owner, they don't have factories to produce these
gov's job is only to set policy and keep the country afloat only
it's the business owner that implement these ideas

u don't see thai gov making straws, thai gov only can say ban plastic straw..and it's up to the people to find alternatives
