The cause is the toll collection system being use. They have T&G, SmartTag and RFiD.

During rush hour, the T&G lanes being slower to clear will spill over to the Tag and RFiD lanes blocking cars with tags from from going into their corrrct lanes.

Very often you have users stuck at the Tag and RFiD lanes for whatever reasons compounding the problem.
