basically it's a reminder letter saying something like "u can attend CNY gathering, but remember, it's haram to consume alcohol or participate in gambling".

my problem is wit the part, "jika terpaksa orang muslim boleh hadir dgn syarat............"
dude, it's like saying people r force to attend events.
it's more like "every1 is welcome to com learn our culture & celebration".

while it's not technically wrong, it's the wrong & harsh language to use.
u're always welcomed to learn other culture.

it's the MoE office for god sakes.
language is very colorful. play around wit it to make a better sounding version.
ie; instead original content of pushing the responsibility to individual, say something like;
"school are not to force muslim people to participate in..............".

adult teachers r deemed mature enough to know what can & cannot be done & be responsible of own actions.
ie, for all i care, a muslim can join in octoberfest to enjoy the music, see the performance, interact wit people to know the culture, not necessary must drink.
that doesn't make it haram.
