Netflix 1080p/4k require genuine Google DRM license (Widevine L1) to use.
Hence, you need a branded Android TV box.
My suggestion is Nvidia Shield and MiBox S
With CoreELEC one can get 1080p resolution irrespective of whether you have DRM L1, but the price to pay is that it is based on software decoding and hence better CPU.Hence, you need a branded Android TV box.

So far Beelink mini 2 S905x3 has been proven is capable of doing it. But of course high CPU ( S922X ) can also do it.
For 4K, yeah definitely needs DRM L1 and Netflix ESN certification. So an android box with Hardware DRM L1, can spoof the ESN number and achieve 4k.
