For the OS, you can install Android x86 64bit edition, it came a far way from early days where not many ARM based apps could work on x86 architecture, now after trialing it I found that with native ARM emulation turned on, over 90% of ARM7/8 based apps can now run flawlessly on Android x86.

Your HTPC has so much options than the regular TV boxes and yet it can achieve full Widevine LV1 compatibility. Just install the official Chrome.

Windows 10 Home
Batocera OS for Console Emulation (Can play Dreamcast, Gamecube, PSP, PS2 and Naomi Arcade smoothly)
LibreELEC for KODI Leia build

Any Intel i5 4th Gen above with more than 8GB of RAM will make a good overpowered TV Box.

Save the money and spend it wisely in upgrading the RAM, replace the HDD with SSD and get a good wireless keyboard/mouse pad like this:
