When is it appropriate to wear this Uniqlo blouson, Pic inside

So I impulse purchased this Uniqlo JWA Quilted Blouson at rm80 because it has off season sale and I like the British design. Now I'm starting to have buyer's remorse because I don't even know when I'll wear it. It's very thick, heavy and warm and looks like winter wear. Will I be laughed at for wearing this on rainy days? Is it appropriate for wearing to shopping malls and cinema? I only go up Genting and Cameron once every few years and don't travel overseas during winter time...so no use case there.
