That's not applicable for PC. That's for XBOX360. In XBOX version you can only have max. 6 leaders and in PC version you have no leaders limit in an union and they have fixed reload'/save hence you cannot grind or much more troublesome.To become uber powerful you'll have to dodge most enemies right from the start and only fight a selected few.
