The thing is, China don't have to shoot. That is not their navy also.
Their coast guard ship is bigger than majority of the Navy ship in SEA. How? It is depend how we and SEA nations respond. We can't use bullet, only talk and talk, which China like also. Like what u said, need firm presence in the area.
But our country are so poor can't afford too many ships. Who to blame? Orang sendiri tak mahu kerja kuat, gov collect less tax, plus corruption is OK for decade.
