Asking price based on demand and supply. I offer 1.65 mil for end lot in Qaseh of 24×80 feet with 10 feet land, still the owner think it's too low. The owner ask 1.75 mil.

There will be a gradient, not entire flat slab.
Monitor if there is water retention after rain, then you will have problems in long run if there is..

can you share how to tackle non paying residence? they might have many reasons behind it...
anyhow they are not legally oblige to pay right?
