I am planning to setup a website, apps for my retail business.

For brevity..

Website
-to be able for customer to register, login to trace their purchase, make deposit/payment (credit car, e-wallet..)..
-to be able for me to track sales

App
-customer download, to make purchase, to track purchase..
-outlet managers to accept purchase, whatsapp invoice/receipt to customer..

Question:
1. I had better outsource the job to 3rd party software company, or hire a programmer to work for me?
2. If outsource, how much shall I budget for job like this?
3. If hire programmer, what kind of experience shall I seek? And expect to pay how much salary?
4. Do I need to hire a regular IT support staff after this system is in place to monitor the whole thing?
5. Do I need to get in place my own server?
6. How to handle the risk of being hack? insurance? 3rd party IT security company? Hire IT support?

I can answer for no 4, 5, 6

4. It depends if you have your own IT infrastructure or not.

5. If you buy your own server, you must consider the software license also. And you will need to procure additional hardware for backup devices. Better just subscribe for Amazon AWS or Microsoft Azure. Less headache, no need to worry about hardware maintenance, license, backup or being hacked.

6. You need dedicated person to monitor all networks activity/logging to make sure your area is secure. The best way is to hire IT security guy if you really concern about this. Again, less headache if your subscribe to AWS or Azure. They will take care of this.

if you have thick wallet then hire own staff. if not just get 3rd party to do and pay some maintenance fee

i did for my customers systems running their centers for over 10 years and business still running.

but of course there are some who prefer to have everything in house so it really depending on your wallet size
