GEORGE TOWN (Feb 23): The Penang government today unveiled plans for a new seafront public park at its popular Gurney Drive, to be known as Gurney Wharf.
Spanning close to 60 acres, Gurney Wharf will be created on land to be reclaimed by Tanjung Pinang Development Sdn Bhd, a subsidiary of property developer Eastern & Oriental Bhd.

The proposed Gurney Wharf concept masterplan comprises four areas that will feature a seaside retail food and beverage area, a water garden, a beach and a coastal grove.
The seaside retail area will consist of a public promenade and seafront dining facilities including the island’s famed hawker fare and a pier walk.
The water gardens area will include a landscaped water garden with innovative storm water filtration systems, and is modelled after Singapore’s Gardens By The Bay.
There will also be a skate park for teens and youth at the park.SOS

Then, a few months ago we get an update the the reclamation project was nearly finished:-

The 16.18ha of reclaimed land will be handed to the state government to be developed, and will include public amenities such as a man-made beach, wetlands and a skate park.
Jagdeep said a water taxi pier could be constructed on the land for future projects.
“The idea of having a water taxi was mooted years before and mentioned as part of the PTMP, but the problem is we were unable to get a licence from the Federal Government at the time.
“Now, we hope to get the licence. Apart from it being a mode of transport connecting directly to Butterworth, it can also be promoted as a tourism product,” he added.
After the Gurney Wharf land is handed over to the state government, tenders will called for development projects estimated to cost RM180 million to be financed by the state government.

KUALA LUMPUR: Ewein Bhd is partnering Consortium Zenith Construction Sdn Bhd (CZC) to jointly develop a freehold land in Penang for RM159.75 million in cash.
The parcel, about 4.34 acres (1.76ha), is slated for the City Of Dreams 2 development, Ewein said in a statement yesterday. Its current luxury seafront property development, City Of Dreams with a gross development value of RM800 million, is now completed.

“Ewein Zenith is an Entry Point Project 10 (Wellness Resort) Champion, which will develop a development known as ‘Wellness City Of Dreams’ comprising, among others,
a wellness resort, residential suites, retirement and healthcare wellness residential suites on the parcel at Gurney Drive,” Ewein said.

Two hotels, a mall, business centre and a host of wellness related suites and apartments are expected to take shape on a portion of the reclaimed Gurney Drive. Business Times understands that the proposed projects will be sited on some 20.2ha of land located between the sea-fronting promenade and Bandar Tanjung Pinang, which is part of Ewein Zenith Sdn Bhd’s “Wellness City of Dreams” development.

See-To also provided links as proof of the various projects announced by the state government such as the Gurney Wharf project, the eight-lane road in front of this development along Gurney Drive that will cost between RM300mil to RM400mil, and the 19.5km Pan Island Link highway that will connect this development to the Penang International Airport in a project that will cost RM7.5 billion.
"Questions have been raised as to why the Penang government is seemingly benefitting a 100 per cent private property developer and not PDC," he said in a statement today, adding that PDC has seen its profits and cash reserves plummet in recent years, so much so that it needed an emergency RM609 million soft loan from the state government early this year.
See-To claimed that his sources had provided him with information that showed the state government allowing the Penang Tunnel Special Purpose Vehicle (SPV) company to pre-sell 50 acres of state land on Gurney Drive for RM2.83 billion to the listed company.
"The ceremony was witnessed by Chief Minister Lim Guan Eng, in which the sale forms part of the Wellness City of Dreams project.
"This project, which will be 100 per cent privately owned in a joint venture between the listed company and the Penang Tunnel SPV company, was announced to have a GDV of RM15 billion," he added.
