get some decent heat sink come with heat pipe ....for best performance VS noise .find those can fit in 12cm fan ...get a 12cm fan that comes with fan controller.monitoring CPU temp with coretemp,speedfan...etc ...
try to maintain temp below 65C while turning down your fan speed to reduce noise.
remember to apply better TIM with correct way.

mine 3000+@2.65ghz (IHS removed) + XP90C CM12cm
fan@980rpm ...very silent still maintain idle = 34c load=50c without aircond
