Go to a govt hospital or clinic and they will refer you to the proper department, in this case a surgical department. It is a very minor surgery and in a govt hospital it is free for govt servants and their immediate families. The cost of surgery is very minimal in govt hospital even for patients who are not govt servants and it does not require a specialist, a Medical Officer with enough experience can do it. It is a day case and you can go to the hospital in the morning and come back home by evening.
There are benefits of circumcision although there are some inaccurate posts here that say that it holds no benefit. There is a reduced risk of penile cancer among circumcised men compared to those who are not and it is related to the retention of smegma underneath the foreskin. Having said that, penile cancers are rare to begin with and most people who are uncircumsized would not develop penile cancer anyway. Circumcision also helps with hygeine of the penis as well and some claim although not proven with evidence allow you to last longer during intercourse.
Anyway, the choice is individual and sometimes held on religious grounds. So there you have it, weigh the pros and cons and decide!
