LA - Local anesthetic - Means its only numb ur thinggy only by injecting anesthetic around ur thinggy
GA - General anesthetic - Means u will go into sleep mode (juz like doing major operation)

Usually circumcision will only use LA
but under some circumstances such as patient with hyperactive or trauma, might nid to choose GA

btw, GA does get more expensive compared to LA since GA nid to be inject by trained anesthetic personnel while LA can be inject by the doctor alone...
