You can try phimosis ring, steroid cream and regular stretching. After a month of stretching my foreskin, I was able to retract my foreskin fully when flaccid, still working on erect though. After i'm able to fully retract my foreskin when erect, i'll look for a frenuloplasty surgery (to release the tight frenulum, it doesn't remove your foreskin like circumcision does.)

You can have a clean penis by washing it regularly too. I'll suggest that you see a specialist (urologist) and ask for their opinion. Don't blindly say ok if the urologist immediately tells you to undergo circumcision as they might only want to earn your money. If you feel uncomfortable, you can try the stretching cure first (which I found success in). Always put circumcision as the last resort if you can cure it without surgery. In the end though, it's up to you.
Note that I'm not opposed to circumcision. If your phimosis is really severe, the best alternative is circumcision. As for your question to not remove the foreskin entirely, I heard there's something like a "loose" circumcision. You can consult your specialist on this matter. Good Luck!
