Try with a prepaid card from another Telco . If problem is still there could be sim module hardware problem

Yes only that, VoLTE is voice using LTE line not common line. Thus you can simulataneously having 4G Internet + Call.

It is telco specific and cannot turn off by yourself via phone.

If you want disable it then you need to call Telco to disable it.
