Property Tenant, Pay rental but not utilities bills

I've this tenant over 1 years with prompt rental payment but not utilities bills.
Check with tnb portal, the outstanding bill is RM2,+++.00. This tenant refused to pay in full. He claimed that "meter rosak".
I called tnb & they came over to check & confirm no leakage in electricity.
The tenant just don't want to accept tnb finding.
What options do I have in order to get the tenant pay?

Had same issue with my tenant, and told them TNB already confirm no leakage. Also shared that neighbors have around same utilization rate. Resolution was partially pay the bill every month with the rental, and I will pay TNB.
Only got to know recently that we can temporarily change the ownership to the tenant if Tenancy Agreement is in place. Hence its between TNB and tenant to pay up the bill.

Owner pay and terminate the account. Let tenant apply his own account from TNB.

Tenant can say he will settle the tnb bill when the tenancy ends.
