if it's interlaced, you don't need until 6 or 7Mbps. 4Mbps interlaced should look similar to 8Mbps progressive. Heck, Astro plug and play is only streaming at 4.5Mbps and it looks decent. The issue is the encoding done before broadcasting, which sacrifice quality over speed. RTM in particular is guilty in this, with quite subpar picture. But to be honest, for the average Malaysian consumer they won't even notice any quality difference.

Awesome TV compounded RM250,000 for licensing breach, Station could have been shut but MCMC opts for fine

The Malaysian Communications and Multimedia Commission (MCMC) has fined Awesome TV RM250,000 for various offences, including operating without a valid licence.

It is learnt that the licence was issued to Awesome Broadcasting Sdn Bhd but the licence is being used by Awesome Media Network Sdn Bhd.

The troubled television station has been running afoul of the authorities over various news coverage, including false and inaccurate reports about the sacking of civil servants – that the current administration in Putrajaya plans to reduce the number of government employees.

Awesome TV committed its sixth offence when it falsely claimed that the government was planning to lay off 800,000 civil servants.

According to Media Prima's Q5 quarterly report released on 24 May 2023, (Media Prima has changed their fiscal ending month from December to March), there are interesting things about TV ratings and share. (Source : Nielsen Audience Measurement)

TV3 remains undisputably as the leader, with an overall audience share of 26.3%. The overall Malay audience share for TV3 is 35.9% meanwhile for Malay homes with Astro, the share is 32.9%.

8TV records 11% overall audience share, which made it the second most watched TV channel in recent years. This is an record for this channel, an share that isn't recorded since the channel's creation in 2004. 8TV's status as the sole FTA Chinese channel in the country helps - as it recorded a massive 53.3% share among Chinese viewers.
Although there is a lack of local content on 8TV (which is necessary to promote local talent), they did achieve such ratings with a schedule which primarily consists of foreign content from China, Hong Kong, Taiwan, Singapore and Korea. This is probably the reason why Media Prima choose to produce less Chinese local content for 8TV, as it could save money by doing so.

TV9's focus of moving from a schedule which mainly consists of WOW SHOP to a schedule which mainly consists of movies, children content, drama repeats, and Islamic programmes, helps the channel to achieve 4.6% audience share. Viewers are indeed coming back to this channel with their current lineup but this doesn't change the damage that has been done by Media Prima when they introduced WOW SHOP, which some still have the perception of FTA TV as a place on selling things such as pots.

On Media Prima's competitors, Awesome TV is the third most watched channel after TV3 and 8TV. This is despite the controversy such as biased, untrue news reports on their main news bulletin, Berita 7:57 and the channel is operating under the wrong license.

RTM TV1 and TV2 has 3.1% and 3.4% audience share respectively. This is despite RTM has tried hard on improving their lineup in recent years.

On pay TV side, Astro Ceria is the most watched pay TV channel with 5.5% audience share. It is also the forth most watched TV channel in the country overall The neglection of children content on FTA TV in recent years (in favour to WOW SHOP) has resulted the ratings for the kids segment being handed to Astro Ceria for free from the FTA channels.

If Media Prima launch their own Tamil channel, Vijay TV and Sun TV will be finished.

Based on my understanding - the 4Mbps/2Mbps that is recommended by MYTV is shared between everything (1 video, 1 stereo audio, 1 subtitles, 1 HBBTV service).

But surely increasing the audio bitrate from 32kbps to 48kbps (HE-AAC V2) dosen't cost that much in terms of video and bitrate - and would provide an overall better experience. 32kbps is really unsatisfactory for audio. It is unlike 32kbps to 128kbps where the 96kbps can give a slight improvement on video.

Obviously, a lot of things are not currently implemented by the broadcasters - despite being technically feasible to do so, perhaps due to possible additional costs.

And obviously - MYTV can invest on codecs where it could bring improvement in quality.
