Ahhh transferred out 1.5K and immediately the allowed topup goes up to 2K

okay, so that's kinda sux... I think they worry the transaction failed and have to return back to your wallet, but your wallet still have some balance say 2k, but refund for the failed txn is 4k, it'll exceed the 5k limits. So that means if i topup 5K and spend 5K then i wont be able to topup and use again until the transaction changed to settled?
