I think you need to get a new external harddisk and copy important data into it. Your external harddisk will be infected by virus so please be cautious and don't connect to another PC. Then now do a clean reformat to the harddisk, use another PC to create a Windows bootable USB thumbdrive. Do a clean installation for your Windows, make sure to delete the harddisk then redo partition and reformat. After clean install a new Windows, the first thing you need to do is install an anti-virus before you connect the infected external harddisk.
