Furthermore, if the electricity bill is not under your name, you can't terminate the supply easily. If the tenant disappears, the owner/landlord will have an inconvenient time terminating the supply.
The S&P must be brought along to a TNB Office, and then there is the activity to CONVINCE the desk clerk to accept the termination.

Who is right now? My dad is a landlord of several properties and he handles these problems directly. He also says it is useless to change name to 'transfer' liability to the tenant because if they run without paying, you still have to settle it to rent it out to others.

There was a tenant who cheated the meter and my dad has to pay RM20k electricity after TNB backdated and invoiced him.
Not mistaken, TNB will not simply cut electricity. Even if they cut, TNB made a mistake by removing only the fuse. The tenant will just reinstall a new fuse and electricity will flow again and hence the meter will continue charging.
The only method is to ask TNB to completely remove the meter. This is hard to do especially if you have a full time job because you need to write a letter to TNB and see the TNB guy remove it.
