Over the counter service and you will need to settle the balance before asking them to terminate ur tnb account.

If your intention is the threaten the tenant, the game is gonna cont till end of tenancy. Pay, Debt, Pay, Debt and so on

If intention is to evict the tenant, then issue an eviction notice for breach of TA. After expiry of notice and if tenant still staying, then use the utilities deposit to pay the debt and suspend the account for temp disconnection.

That is on landlord's action and you have to inform him on the debt and to give him grace period to settle first before issuing the notice.

As for tenant, is up to him to do next.

Problem is they still paying mthly rent, just that nvr pay electricity and water bill...sigh... headache... can ask tnb to suspend the acc for temp disconnection? how to do that?

What I can suggest is to increase the utility deposits stating the reason for non prompt payment / accumulation and see his response.

In most TA, landlord can increase utilities deposit if the tenant 'usage' exceed the current deposit.

Temp disconnection will not necessary work as tnb can sometimes be sympathetic towards the occupant. They will allow the occupant to settle part of the amount and cycle repeat.
