I saw many youtube shows on setting up the Android TV. One of the step, there is a pop up message: Do you have an Android Phone or tablet? - Does this mean that If I do not have Android Phone or tablet, I am not able to use Android TV Box? ( btw I only have Apple Iphone and IPad )

Depends on your usage
If you wanna stream from legit service like netflix, hulu you’ll need media player that supports drm (for hd support otherwise stuck with sd only) go for:
Amazon fire tv Mibox (intl version) Nvidia shield tv (newer model coming this month) Apple tv (if you’re apple fan)
If you wanna just use for playback from hdd or ahem2 service can just go for any cheap china box.

I was previously a mibox user and only upgraded because some of the games that my son enjoyed playing was laggy on the mibox. The rm2xx mibox running Android TV should do fine for most use cases. I have a couple of friends using it, happily running YouTube, Netflix, Plex, Kodi etc. Not to mention being able to Google Cast from both Android and iOS devices.

tvbox now very ez to setup and use already. as long got internet & hdmi tv, can use, no need smart tv.
let me know if need more explanation, sold quite a number of units already.

Or only the basic box is approved but apps were loaded after obtaining MCMC cert?

Don't know how mcmc will govern the apps but you can get netflix, youtube etc in the android tv playstore.
