In production environment, team may not choose top n language.

Features, development time, ability with new tools,
which could be hard to estimate progress and may cause unforeseen bugs.

Especially for extend / new features of existing project.

these ranks shouldnt mean much. each languages are use for different purpose. It shouldnt mean that one language is better than the other. C is second on the list, doesnt mean your gonna be using C for web programming.
