On a day to day basis, can you just use the fire escape to move about?

For example, if you live on the 11th floor and the facility floor/parking floor is on the 10th floor, can you just use the fire escape instead of taking lift?

Can you even exit to the 10th floor if it is a facility floor/parking floor cause fire escape is only 1 way in and 1 way out I heard, meaning you can only exit to the ground floor but I'm not sure if there is exception if 10th floor is a facility area (common area that is accessible to everyone)

Can the unit owners use the fire escape on a daily basis though?

I know fire escape is locked from the inside, meaning that people cannot enter to any floor via fire escape and can only exit via the ground floor. However, I'm not sure if people can exit to a common area (i.e. if 10th floor is a facility floor).

If they can exit to the facility floor through fire escape, can they use it on a daily basis instead of taking the lift (i.e. for those living on the 11th floor)

Can fire escape exit via facility floor or it must be on the ground floor though
