Yes actually. But depend on which local agency. Some don't bother to check pun. But place like Putrajaya, very strict. Even the banner must comply to their specs.

It's inside a taman under MPKJ, i can't find any permit no. on the banner, therefore doubted on it

Never done in Kajang. But some majlis got this sticker where they put permit no on it to which will be stick on the banner.

But I believe some are hung illegally because I have seen some disappeared just after a few days.
