Finance Minister (najib) in his capacity as the highest Financial authority in Malaysia, PROPOSED the Pekan MP (najib) as head of the Advisory Board of the 1MDB, to the then PM (najib) acting on his capacity as the highest Executive authority, approved the appointment.
Once appointed, the FM once again, acting on his capacity, proposed the perks for the position and as history has it, the PM approved, again under his authority as the Chief Executive of Malaysia.

Such finesse, such authority....
