usually at roadblocks, police already have their target or suspect info like suspected cars, registration plate etc

that rawang incident seems quite ok since the gangsters where shooting at the the police.

but this one they just shoot to kill the driver and even injured one of the passengers as well. some innocent bystander could have also been hit by the bullets or the out of control car.
