Hi,

There is a whole community of ninja 650/z650 owners.
And so far the bike has been really good. Now to answer your question

1. Roadtax and insurance will depend on your NCD and all and the package you take. It can range from RM800 to 1.2k for both

2. Normal maintenance surprisingly costs almost the same as a 250. But major parts like tires will set you back slightly more than a 250.

3. Yes, i think there are a few who wishes to upgrade will be selling. Search for their FB page and join the whatsapp group.

4. Just a side note, i ride a Z650

Those complains were from ppl who has ridden bikes which are way above the price point of a 650. Personally, i have no issues with the vibration. Can go log distance about 150km or more before you actually feel the effects. Other than that it's nothing much. The engine is actually pretty smooth for a parallel twin.

How tall are you? It's already a low riding bike actually.

sometimes a person's leg length is not proportioned to their height. like myself im 170cm but inseam is less than 30inches, way shorter than others.

Riden a bike before? I actually have a few friends who are around that height but rides taller bikes. It's all in the experience and the one leg tip toe method. I myself am not tall too at 165 but comfortably able to ride the Z650. Even had no problems riding the bigger sibling the z900 as well.
