Did you try to remove your google framework services and install it with an older version? If not then try my method:

1. download the required file - google framework service and google account manager.
2. install google account manager
3. run google account manager>storage>clear cache>clear data
3. go to your phone setting>app>click on the 3 dots on top right side>show system processes
4. at search app type framework, then you will see google services framework. click it then go to storage>clear cache>clear data
5. uninstall google services framework
6. now install the older google services framework
7. restart your phone. after restart, go to setting>users & accounts> add an account>google>click existing and follow the step (verification etc)

you should be able to access all your google apps, for the notification pop up just swipe and disable notification.

Use chat partner to install play store again or download play store apk from apkpure. You only need to uninstall the Google frame services from the step I mentioned. Play store no need to uninstall.

The notification just pull down, swipe to the left and click on the gear symbol, choose disable notification.

you can restore from Hisuite no problem altho i restore some app using phone clone. All my data mostly store on cloud. 1 thing i notice is you can't enable app twin. once enable app twin the GMS error will start to pop out again.

Nope, after enable twin app the error won't go away even when you disable it. Need to redo all the installation with restore factory default.

It doesn't pop up because you disable the notification. For my case I don't like to disable notification to hide the problem so rather not use the twin app. Got my p40 Pro for another sim anyway 😁
