... if at any point a diagnosis of retinal detachment is made (especially if confirmed by fundoscopy), the question of WHICH SPECIALIST to go to, or any other opinion other than seek urgent/emergency ophthalmology treatment is considered moot.

That being said, I consider any public teaching hospital with an ophthalmology department like UMMC is a good start.
