Simple answer no. Think it as this way apple watch is a complimentary device not a standalone device.
Since you using android look at other option such as garmin heart rate monitor... You can turn off the notifications on your Apple Watch to receive message and call. Monitor health need buletooth connection it won’t work over cellular.
As for your questions regarding emergency SOS. If you do not have cellular plan then you need WiFi connectivity. Emergency SOS for fall detection only heart attack it won’t trigger but logic thinking let’s say you walking then suddenly heart attack you will fall down right...then it will trigger. Abnormal heart rate you need ECG function enable on the watch which Malaysia is not in the list yet...you can check on the previous thread on ppl buying the services workaround on shopee to activate it...
