Tenant giving problem, How to deal with unreasonable tenant?

I got screwed over by 2 out of 3 tenants.
1st tenant asked me to let them offset the rent. I thought they looked decent, payment was on time. So I said ok, stupid me didnt check the electric bill, they had rm2.7k outstanding in electric fees, nonwithstanding the furniture wasnt taken care of.
2nd one left, however i hadnt realized that they had damaged the toilet flush for both of the toilets before leaving.
I suspect some of the tenants might be related to some personal problems that have been hounding me over the years, however my impression as a landlord after these 1st few tenants have been to nvr allow offsetting rent. Theres almost always some kind of damage or repairs that needs to be done. Even outside of vandalism and deliberate scams.

I try and screen the people that come in, however due to the apartment being quite low end, the tenants tend to be not that great 🙁. A wrong purchase, that i made a long time ago.
