I have this tenant with a year contract. He wanted to move out but there is still 3 months contract remaining. To not forfeit the deposit (2 months), he stopped payment rental in the 3rd last month saying he want it to be offset from deposit.

Conversation turns bad and he is now saying not gonna paid anymore. What options do I have? My agent said u can disconnect water and electricity supply. Is that legal? Should I make a police report too before doing so?

I have few tenants before but never encounter such bad, unreasonable one. I suspect he is having financial issue now since he is moving to another place with deposit paid.
