If my memories are right, The last custom pure android os I flashed, i think is lollipop/jellybean which requires Google play services and there's tones of them, ranging from different API and based on chipset.

Imo, normal user don't want the hassle of finding the right APK. Especially when competitor are just as easy plug and play

But this was few years back, so I don't know if it's any different now.

I just installed Aptoide a month ago, smooth as hell. The thing is if Google wants a pie of Huawei's user, they will find ways to provide a proper apk. There will be a dedicated website where users can just to there to download, and there will be step by step instructions. Very simple.

I see this as a benefit, in a way that Huawei's phone will be made without Google bloatware and I can pick and choose what to install. Of course, that's assuming they don't come up with extra bloatware.

Don't you worry. China's internal competition is enough to keep the companies there on their toes. They are not like Malaysia, different market and culture.
