i think it changed,because i get cash vouchers and stuff and i got the instrument pack and the game.

dlc for rb1 = dlc for rb2
so if you bought dlc for rb1,it will show up for rb2,and vice versa.

rb2 is basically an update to rb1.nothing completely dramatic,just some bells and whistles.

think of it as guitar hero 2 was to guitar hero 1,but almost absolutely no changes in the scoring system(not 100% sure,i think there is no difference.but they're different games,so...)
