If I remove other add ons like backlit keyboard, multi touch display, fingerprint sensor, SD card reader, I could save about rm250. If I opt for a smaller SSD of 256gb, minus out the GeForce display card and the total price would be slightly below rm2.6K.

The leading six numbers of your cc denotes the bank the card is from. So the answer would be no.
Even if your card goes through, they could easily terminate your sales because they have yet to send our your laptop. Citibank is the one giving the rebate, so should Lenovo fail to claim from then how could they honour the sale?
