It is a norm to have pre-sales before APDL. Some banks will be able to offer preliminary service to check your loan application, some can even offer you a conditional LO.

In this case, I believe the project is pending the transfer of land title (normally takes some time at land office). In this case, I think there will be sub-division of land also? The land has been purchased and many legal steps done. The caveat on the land is expected as the previous owner used to owe the bank alot of money. Now their debts have been settled and land is being transferred. Even before the new land title comes out, the developer would have applied APDL and paid the money. So a file has been opened with the Project No.

The APDL Certificate is officially issued (1-2 weeks) once the KPKT received the official land title (one of the requirement). There might be some other conditions to fulfill as well (such as RSK etc).

Besides that, the developer is said to be getting approvals of the entire masterplan and zoning as well. Very importantly is the name of the masterplan: Central Park Damansara. This is pending approval too or already approved?

IF under DBKL, the developer can also apply for "early work permit" to start work before APDL.
