Can it be heal?

Depends, I have a friend that has suffered from it for years and just lived with it.

I apply this but it does not work my skin condition like become worse and come back like in the picture

My advice, You should stop using that immediately.

Change cream types, try DermaPro Ointment from Pharmaniaga with 0.05% Clobetasol propionate.

Sometimes changing the chemical works.

I tried it on my mom's toes and hasn't come back since.

Is it like hydrocortisone?

What I'm thinking is that every chemical has their own things in tackling symptoms, so may work better that the other.
