 Reporting neighbour's landlord, Seeking advice, please help!

Hi, I've been dealing with a very troublesome neighbour/landlord for months and I'm finally at the limit of my tolerance. Can anyone suggest any effective method? (no court tho, no time and money for that) I'll really appreciate it!! 😭

My first problem started with the previous neighbour who rented the place:
- loud party music
- loud drunk tantrums
- extremely smelly dog poop (they will only 'clean it up' after letting it dry under the sun for days! And by cleaning I mean hosing all the poop down to the nearby drain 😓)
- dog fleas

Albeit not perfect, they did at least took action after I complaint to them and they were also quite polite in handling the issues. Since we're neighbours, I decided to "open one eye and close one eye"

However, I also reported to the landlord who lives in the same neighborhood, hoping that he'll take some responsibility and reprimand /warn his tenant, but he told me that he already sold the house and therefore not his problem (obviously lying).

After that came the 2nd tenant. There's a problem with the water tank/pump or something, causing a very loud high pitch noise every time he uses water. I complaint to him and he said that the landlord kept on delaying to fix the issue. A few days later the landlord (same guy who told me he sold the house) came to fix the problem himself (too cheapskate to hire a professional to do it!). The problem still wasn't fixed, but after a few days the noise stopped (only noisy occasionally) so I didn't complain anymore.

Now the 2nd tenant is moving away and he informed me that the noisy water problem actually still isn't fixed! The landlord refuse to come fix and the tenant is afraid of the noise disturbing me, so for the past few weeks he tried not to turn on the water 😭

There're also other problems with the 2nd tenant and it's mainly caused by the landlord telling him it's okay to do this and that (including doing business without a license)

I've tried talking to the landlord because I'm afraid that the 3rd tenant will also have lots of problem, but the landlord claims no responsibility whatsoever, he just says "how about you buy the house?? How about I sell it to you huh??" Obviously, he doesn't care who he rents it to as long as he gets the money. Tenants also mostly don't give a damn about what I say because they can just blame the landlord or move away.

Is there anything I can do to report the landlord? A warning or something? Because the main problem is the landlord. Reporting the tenant is really useless because the next tenant will move in and cause the same problem again. Please help, it's really stressing me out 😭

u want to live without any noise or problem go live in a island alone lah
or get urself a big landed bungalow, if just a peasant living in linked housing area, we all have to tolerate certain issues lah, or u can try sue him in court see if u can win or not, if any illegal activity goin on u can report police,

I already mentioned that I tolerated them since we're neighbours, but there's a limit for everything and I will not stay quite it it affects my health. Maybe you are deaf enough to not have any problem with noise disturbance or maybe you enjoy the smell of dog poop, but I do not.

i thought tenant 1 & 2 moved out already? now u want landlord to make new rules for new tenants just for u? go report police la,, go to authority lah, he is not obligated to listen to u

Did I mention anything about making new rules? I can't find it in my post 🤔

I talked to him in hopes that he'll have more responsibility over his tenants as a landlord and also fix current issues instead of avoiding it, because if he doesn't settle the current problem, the 3rd tenant will have the same issues again. Reporting is a hassle but I also don't want to go in circles with a stubborn landlord.
